Chapter 1 – General

1-1. Authority

1. Section 5132, Dress and Grooming: The Governing Board believes that appropriate dress and grooming contribute to a productive learning environment. The Board expects students to give proper attention to personal cleanliness and to wear clothes that are suitable for the school activities in which they participate. Students’ clothing must not present a health or safety hazard or a distraction which would interfere with the educational process.
2. Section 5136, Uniforms: In order to promote student safety and discourage theft, peer rivalry and/or gang activity, the principal, staff and parents/guardians at a school may establish a reasonable dress code requiring students to wear uniforms. Such a dress code may be included as part of the school safety plan and must be presented to the Board for approval. The Board shall approve the plan upon determining that it is necessary to protect the health and safety of the school’s students.
3. Charter Document. Vision Statement. The vision of the California Military Institute is, in part, “to provide a combination of intensive high quality learning opportunities with the rigorous and demanding regimen of self-discipline demanded in a military environment that insures the uniqueness of our program will continue.”

 

1-2. Responsibility

1. The Commandant of California Military Institute shall prescribe policies and regulations consistent with Army Regulation 670-1, Uniforms and Insignia.
2. The Governing Boards of school districts, their designees and school principals shall enforce the provisions of this regulation.

    

1-3. Summary

1. This regulation establishes the guidelines and policies for the proper wear of the military uniform by CMI cadets. It also outlines the military appearance standards expected from every cadet in the school

    

1-4. Applicability.

1. This regulation applies to all cadet personnel enrolled in the California Military Institute.

    

1-5. Compliance with AR 670-1

1. Unless written directives from higher authorities subsequently supersede this regulation, the provisions of AR 670-1 shall be strictly adhered to, including any changes, revisions, supplements or interim implementing instructions pending the next update to the regulation.

    

Chapter 2 – Hair and Grooming Standards

2-1. Males:

1. Male cadets will keep their hair cut frequently, so as to maintain a neat appearance and allow proper fit of military headwear; Hair will not touch or cover the ears or the shirt collar.
2. Ponytails or hair of excessive length for male cadets is unauthorized.
3. Facial hair is authorized, but only moustaches if they are neatly trimmed, so the moustache does not cover the upper lip.
4. Beards or long sideburns are unauthorized.

 

2-2. Females:

1. Hair length is the individual choice of the female cadet.
2. If the female cadet has long hair, it must be combed and pinned closely against the head.
3. Ponytails or braids will be rolled into a bun at the back center of the head to allow proper fit of military headwear; buns will be secured with a black band only.
4. Female bangs may not hang below eyebrow level.

 

2-3. Fingernails:

1. Fingernails for females will be neatly trimmed and will not exceed ¼ inch past the fingertips.
2. Polish is permitted for females, but colors may not be gaudy or bright enough to call attention to the hands.
3. No flowers or other symbols will be painted on the fingernails.
4. Males’ fingernails must be kept neatly trimmed and be devoid of polish of any sort or color.

 

2-4. Jewelry:

1. Excessive jewelry for cadets of both genders is unauthorized.
2. Cadets may wear one (1) ring on each hand.
3. Ring designs may be individual choice, but they will not be so large as to restrict movement or cover major parts of the hand.
4. Bracelets are unauthorized, except wearing of a POW bracelet.
5. Female cadets are authorized either gold or silver earrings; only one (1) earring per ear is allowed and must be studs or posts.
6. No diamonds or other jeweled earrings are authorized.

NOTE 1: Cadets are not authorized to wear any other jewelry or accessories that would draw undue or inappropriate attention to the wearer.
NOTE 2: Hair and grooming standards may be found in Army Regulation (AR) 670-1, paragraphs 1-8 and 1-14.
NOTE 3: Cadets will strictly adhere to CMI grooming and appearance standards.

Chapter 3 - The Battle Dress Uniform (BDU)

3-1. Color, Weight and Material

1. This is considered the daily duty uniform for all CMI cadets, unless otherwise directed.
2. BDU uniforms will be of a specific color scheme and design – Woodland Camouflage. No other colors or design are authorized.
3. The BDU will be uniform in weight and age. There are presently two (2) different weights of BDU; Temperate Weight (TW) for cooler weather and Enhanced Hot Weather (EHW) for warmer weather.

3-2. Composition

1. The basic BDU consists of a jacket and trousers. When worn, cadets will not mix TW BDU trousers with EHW BDU jacket. Or, TW BDU jacket with EHW BDU trousers (Para 1-11, AR 670-1).
2. Both weights of BDUs will fade after several washings and normal wear. Faded BDU jackets or trousers will not be worn with those purchased more recently.

 

3-3. Cleanliness and Appearance

1. BDUs are designed to be easy-care. The uniform may be, and should be washed frequently if the same uniform is worn daily.
2. When worn, BDUs will be clean and pressed with no obvious holes or tears in the materiel. The use of starch is not recommended when ironing or pressing BDUs.

 

3-4. Undershirt or T-Shirt

1. Shirts worn underneath the BDU jacket will be either a black crew neck t-shirt or black crew neck sweatshirt.
2. If a black CMI T-shirt is worn, the jacket will be buttoned up to cover any colored writing or design on the front.

 

3-5. BDU Belt

1. A military black web belt with brass tip and buckle will be worn with the BDU uniform.

 

3-6. Rank, Patches, Name Tapes and Insignia

1. Rank/grade insignia worn by cadets with the BDUs will be pin-on polished brass. No subdued rank insignia is authorized for cadets.
2. Regardless of cadet grade, rank insignia will be worn on both collars of the BDU jacket and field jacket initially. Upon completion of a specified Officer Branch Training Program, cadet officers will wear the respective polished brass insignia of that military service branch on the left collar. Rank insignia will be worn on the right collar.
3. Rank insignia for enlisted cadets to include NCOs will be placed as shown in Figure 28-62, AR 670-1. The bottom of the rank will be 1” from the bottom tip of the collar and placed on a diagonal angle (45 degrees) to the top of the collar.
4. Rank insignia for cadet officers will be placed as shown in Figure 28-119, AR 670-1 (Upon completion of Basic Officer Branch Course).
5. The CMI organizational patch will be sewn on the right shoulder of the BDU jacket and field jacket. The patch will be placed ½ inch down and centered from the shoulder seam. This is the only unit patch that will be worn on the BDUs.
6. No other patches are authorized for wear on BDU sleeves.
7. An olive drab (OD) subdued, embroidered cloth tape is sewn directly on top of the left upper BDU jacket or field jacket pocket. The letters CMI are embroidered in black onto the tape.
8. A subdued OD embroidered cloth tape is sewn directly on top of the right BDU jacket or field jacket pocket. The cadet’s last name is embroidered in black in all capital letters in black.

 

3-7. Headwear

1. Cadets of both genders will wear the woodland camouflage patrol cap with BDU uniform.
2. The cadet brass rank insignia will be worn at the front of the cap and centered between the visor and the top of the cap.
3. Figures 3-3 and 3-4 illustrate views of the EHWBDU Army patrol cap.
4. Exception to policy: Cadets who have passed the State Survival Course may still wear the red beret with the Class C BDU uniform.

 

3-8. Footwear

1. Footwear worn with the cadet BDU is black military style combat boots. No other color of boots is authorized.
2. Boots must be a lace-up type (black laces only), be approximately 8” - 10” high at the collar and kept shined to either a high gloss or “spit shined”.
3. Combat boot styles must be in accordance with (IAW) AR 670-1, paragraph 27-3. For example, combat boots may be either smooth toe or cap toe (See Figures 3-5 and 3-6).
4. Footwear with the name brand “Hi-Tech” or those resembling athletic shoes are unauthorized.
5. Combat boots of any other style must be authorized for wear by the Principal/Commandant.

 

3-9. Blousing of Boots

1. BDU trousers will be bloused between the 2nd and 3rd eyelet by using an elastic type spring metal blousing band over the top of the boots.
2. When bloused over the tops of the boots, the trouser material will not extend lower than the third (3rd) eyelet of the boot and will not touch the ankle.

Chapter 4 – The Class B Uniform

4-1. Occasions for wear

1. On specified days or occasions, cadets of all grade levels will wear the Class B Uniform. The basic uniform (shirt, trousers, cap, etc.) will be purchased by the cadets. Accessories to the uniform, rank insignia, ribbons and medals, etc. will be issued by CMI.
2. Class B inspection days, military drill competitions or parades.
3. The Class B uniform is authorized for year-round wear by cadets of both genders.

 

4-2. Composition

1. Shirt (Enlisted Cadets): The Class B shirt is tan khaki and short sleeved; Dickies style #1574KH with button-down pockets. Pockets must be buttoned at all times during wear.
2. Shirt (Cadet Officers): The officer Class B shirt is white, short sleeved, has shoulder epaulets and button down pockets like that of the khaki shirt.
3. Trousers: Class B trousers are black Dickies style #874BK.. They will have belt loops, no cuffs and will be worn by all cadets, regardless of rank.

 

4-3. Undershirt or T-Shirt

1. The only authorized undershirt to be worn with the Class B uniform is a solid white t-shirt of crew neck design.
2. No other t-shirt colors are authorized for wear with the Class B uniform.

 

4-4. Headwear

1. Headwear worn by all cadets with the Class B uniform is the black military beret.
2. Cadet officers have the option to wear a black “barracks cover” with the Class B uniform.
3. The only other authorized headwear for the Class B uniform is the red military beret, which is earned by cadets upon completion of the State Survival Course.
4. All berets will be properly worn in compliance with AR 670-1, paragraph 3-5.

 

 

4-5. Awards, Decorations and Badges

1. JROTC military awards and decorations will be worn above the left pocket of the Class B shirt.
2. Awards will be placed ¼ inch above the pocket and will be arranged by Order of Precedence IAW CR 1-1.
3. If more than one (1) ribbon is worn, a ribbon bar will be used.
4. Qualification badges such as those earned from Rifle Marksmanship will be pin-on and worn in the center of the left pocket midway between the top seam and the button.
5. Name badges will be pin-on black plastic with the cadet’s last name in white lettering in all capital letters.
6. The name badge will measure 1 inch wide by 3 inches long.

 

4-6. Unit Patch

1. The CMI battalion patch will be worn on the RIGHT shoulder of the Class B shirt.
2. The patch will be placed ½ inch down and center from the shoulder seam.
3. No other unit or organizational patches will be sewn on to the Class B shirt.

 

4-7. Rank/Grade Insignia

1. Rank insignia worn on the Class B shirt for cadets in the rank of Cadet through Cadet Lieutenant Colonel (C/LTC) will be IAWAR 670-1, paragraph 28-8.
2. The rank insignia shall be bright metal rank insignia worn on the right collar with the California Cadet Corps wreath worn on the left collar for those cadets in grades Cadet through Sergeant Major. All cadet officers will wear a bright rank insignia on the right collar, Cadet Corps wreath on the left collar and a yellow leadership tab with Cadet Corps insignia on both shoulder epaulettes.

 

4-8. Other Items Worn with the Class B

1. A black web military style belt is worn with the Class B. The belt will have a polished brass buckle and polished brass tip. Subdued buckles and tips are not authorized with Class B.
2. Black jacket, Dickies style #JT15 with authorized CMI logo on the left breast (optional).
3. CMI letterman’s jacket for cadets who have earned varsity letters in athletics (optional).
4. Socks: Cadets of both genders will wear black crew length (ankle high) socks with the Class B uniform.
   1. Socks may be cotton, wool or polyester materials.
   2. No other color socks are authorized.

 

4-9. Footwear

1. Only black military style dress oxfords will be worn with the Class B uniform on a regular basis. All footwear must be purchased by cadets.
2. Athletic shoes or shoes of any other color are not authorized.
3. Dress shoes will be plain toe either with poromeric upper or smooth black leather upper (Figure 4-1 and 4-2).
4. If the poromeric upper shoes are worn, they must be cleaned with a soft cloth daily.
5. If leather dress shoes are worn, they must be kept shined to a high gloss or “spit shined”.
   • Exception to footwear policy: Cadets assigned as members of a color guard or drill team may wear black combat boots with the Class B uniform. This policy is also in effect for CMI cadets. Boots will be bloused, as per paragraph 3-9 above. Boot laces may be either black or white.

 

4-10. Color Guard and Drill Team Distinctive Items

1. Belt, individual equipment, white with brass parade buckles (Duty Belt).
2. White parade gloves.
3. Military helmet liner, either white or chrome.
4. White scarf (dickey).
5. White spats or leggings.
